How do you structure a Meta Ads account in 2026?

The three levels and what each one controls, why automation has simplified account structure, templates for e-commerce and lead generation, budget and naming rules

The essentials

  • Three levels: the campaign sets the objective and often the budget; the ad set sets the audience, placements, optimisation and schedule; the ad carries the creative and the URL.
  • Consolidation: in 2026, fewer ad sets with more budget each; the algorithm needs around 50 conversions per week per ad set to exit the learning phase.
  • Standard structure: 3 to 5 campaigns (Advantage+ acquisition, manual test acquisition, retargeting, customers, possibly awareness), 1 to 3 ad sets each, 3 to 6 ads per ad set.
  • Naming: a single convention carried through into your UTMs, so you read GA4 and Ads Manager with the same words.

The structure of a Meta Ads account decides what the algorithm can learn and what you can read. A structure scattered across dozens of ad sets prevents learning and makes the account unreadable; one that is too compact makes comparison impossible. Automation (Advantage+) has simplified the answer: fewer manual levels, more budget per ad set, the effort moved onto creative. This article describes the three levels, the logic of consolidation, two structure templates, and the rules for budget and naming. How the tool itself works is covered in Meta Ads Manager.

The three levels

LevelWhat it sets2026 rule
CampaignObjective (awareness, traffic, engagement, leads, app promotion, sales), buying type, budget if Advantage+ Campaign Budget (formerly CBO), special categoryOne campaign per objective and per major stage of the journey (acquisition, retargeting, customers)
Ad setOptimisation event, audience (or Advantage+ Audience), placements, budget and schedule if using ad set budgets, bidding, attribution1 to 3 per campaign; each must reach around 50 optimisation events per week
AdvertisingFormat, creative, copy, call to action, URL and UTMs, identity (page, Instagram account)3 to 6 per ad set, in mixed formats; refreshed every 3 to 6 weeks

Why consolidate

  • Learning: an ad set exits the learning phase after around 50 optimisation events in 7 days; below that it stays in “limited learning” and its results are poor and unstable. Ten ad sets with 5 conversions each learn less than a single one with 50.
  • Overlap: ad sets with similar audiences bid against each other; Meta removes some of this but the waste remains.
  • Automatic targeting: Advantage+ Audience and Advantage+ Shopping pick the audience from your conversions; fine manual segmentation no longer adds much in acquisition.
  • Readability: fewer objects, faster decisions.

Segmentation stays useful wherever the message changes: between acquisition, retargeting and customers; between product ranges with different margins; between countries or languages; see audience segmentation in SMA.

Template 1: e-commerce

CampaignAd setsAdsBudget
Sales, Advantage+ Shopping1 (automatic), existing customer budget cap 10 to 20%10 to 20: dynamic catalogue, product videos, UGC, offers50 to 60%
Sales, test prospecting1 to 2: Advantage+ Audience with suggestions (lookalike buyers), or a broad audience; buyers excluded3 to 6 new creatives to test before feeding them into Advantage+ Shopping15 to 20%
Sales, dynamic retargeting1 to 2: 14-day views and carts; product sets by margin if neededCatalogue with templates, carousel15 to 20%
Sales, customers1: customer list and 180-day buyersNew products, cross-selling, repeat purchase5 to 10%

Template 2: B2B or services lead generation

CampaignAd setsAdsBudget
Leads, acquisition1 to 2: Advantage+ Audience with suggestions (lookalike qualified leads), or 1 to 3% lookalike; leads and customers excluded; optimisation on Qualified lead or on a site conversion3 to 6: problem/solution video, testimonial, guide, call offer60 to 70%
Leads, retargeting1: engaged users (75% video views, page, opened forms) and 30-day visitors, excluding leadsProof, customer case study, offer reminder20 to 30%
Awareness or video views (optional)1: broad or lookalike audienceIntroductory video; feeds your engagement audiences10 %
Leads, customers (optional)1: customer listUpselling, event, referral5 %

Native forms make conversion easier but degrade quality; add qualifying questions or send people to a dedicated page; choosing the objective is covered in detail in social ads objectives.

Budgets and bidding

  • Campaign budget (Advantage+ Campaign Budget): when the ad sets in a campaign share the same objective and a comparable volume; Meta shifts spend towards what converts. Use ad set budgets when you want to guarantee a level of spend (retargeting, testing).
  • Minimum per ad set: the daily budget must allow around 50 conversions per week: cost per result × 7. For a lead at €30, that is €200 per day per ad set; if that is out of reach, optimise on a more frequent event (add to cart, key page view) or reduce the number of ad sets.
  • Bidding: highest volume by default; cost per result goal or minimum ROAS once the account is stable and has history.
  • Changes: no more than 20% budget variation per day, and a weekly decision cycle; every significant change restarts learning.

Naming and account hygiene

  1. Convention: [objective]_[stage]_[audience]_[country] for campaigns and ad sets, [format]_[angle]_[version]_[date] for ads; carried into your UTMs through dynamic parameters; see sources, mediums and UTMs.
  2. Systematic exclusions: customers and converters excluded from acquisition, warm excluded from cold.
  3. A single dataset (pixel) and one conversions API per site; standard events with a value; see the Meta pixel.
  4. Testing: Meta's A/B test tool to compare two structures or two audiences without overlap; never two competing ad sets just “to see”.
  5. Archiving: turn off and archive finished objects; keep the account readable.
  6. Ownership: account, dataset and page in your business portfolio; see Meta Business Suite.

Structural mistakes

  • Ten ad sets per campaign at €10 per day each: none of them learns.
  • One campaign per creative: creatives are compared within the same ad set, not across campaigns.
  • Mixing acquisition and retargeting in one ad set: the algorithm goes for the easy option, retargeting, and the account stops winning new customers.
  • Using the traffic objective to sell: see the signs of a badly managed SMA campaign.
  • No naming convention: GA4 and Ads Manager no longer speak the same language.
Our advice: count your active ad sets and divide your monthly budget by that number, then by your target cost per result. If the answer is below 200 conversions per month per ad set (50 per week), you have too many ad sets for your budget: merge them until you are back above the threshold, and keep segmentation for your creatives.

Frequently asked questions

How many ad sets per Meta campaign?

One to three in 2026. Each ad set must reach around 50 optimisation events per week to exit learning; multiplying small-budget ad sets condemns them all to “limited learning”. Segment only where the message changes (acquisition, retargeting, customers, ranges with different margins).

Should you use the campaign budget (Advantage+ Campaign Budget) or ad set budgets?

The campaign budget when the ad sets share the same objective and a comparable volume: Meta shifts spend towards what converts. Ad set budgets when you want to guarantee a minimum spend, for example on retargeting or on a test ad set that the campaign budget would starve.

How many ads per ad set?

Three to six, in mixed formats (vertical video, image, carousel) and with different angles (benefit, proof, offer). Beyond that, the least-served creatives do not get enough data to be judged. Refresh every 3 to 6 weeks and test new creatives in a dedicated ad set before feeding them into your main ad sets.

Does Advantage+ Shopping replace the whole structure for an e-commerce site?

It becomes the core of it (50 to 60% of the budget) but it does not replace everything: keep a manual prospecting campaign to test creatives, dynamic retargeting for carts, and a dedicated customer campaign. Set the budget cap for existing customers, otherwise Advantage+ Shopping inflates its ROAS on sales you had already won.
