Meta Ads Manager: how do you use it well for Facebook and Instagram?

The three-level structure, the objectives, what Advantage+ automates, audiences and placements, budget, measurement and the settings that avoid waste

The essentials

  • Definition: Meta Ads Manager is Meta's advertising manager for Facebook, Instagram, Messenger, WhatsApp and the Audience Network; it opens from Meta Business Suite and structures campaigns in three levels: campaign (objective), ad set (audience, placements, budget), ad (creative).
  • 2026 : Advantage+ automates audience, placements and budget; the human lever shifts towards creatives and measurement.
  • Measurement: pixel and conversions API, events with value, Consent Mode; without measurement, no optimisation.
  • France benchmarks: CPM €5 to €12, CPC €0.50 to €1.50, cost per lead €15 to €60 depending on the offer.

Meta Ads Manager (the Ads Manager) is the interface where Facebook and Instagram campaigns are created and managed. It has changed a great deal: manual settings (interest-based audiences, placements, bids) give way to Advantage+ automations, and the quality of a campaign now depends above all on creatives and measurement. This guide describes the structure, the objectives, the automations, the audiences, the budget, the measurement and the mistakes. Creating a campaign step by step is covered in creating an effective Facebook and Instagram Ads campaign, and the wider environment in Meta Business Suite.

The three-level structure

LevelWhat you set thereRule
CampaignObjective (awareness, traffic, engagement, leads, app promotion, sales), Advantage+ campaign budget (CBO) or per ad set, special category (employment, housing, credit, politics)One campaign per objective; do not mix sales and awareness
Ad setConversion event, audience, placements, budget and schedule, biddingOne ad set per audience to compare; 2 to 4 ad sets per campaign
AdvertisingFormat (image, video, carousel, collection), texts, call to action, URL with UTMs, Facebook page and Instagram account3 to 6 ads per ad set, varied creatives

The objectives and what they optimise

  • Awareness: reach or impressions; to make yourself known, never to sell.
  • Traffic: clicks or landing page views; produces poorly qualified traffic, to be kept for content.
  • Engagement: reactions, video views, messages; to feed remarketing audiences.
  • Leads: native forms (Instant Forms), messages, calls, conversions on the site; the objective for service SMEs.
  • Sales: purchases or value events on the site or in a catalogue; the e-commerce objective, with Advantage+ Shopping.

Choose the objective that matches the final action, even if the volume is low at the start: optimising on clicks to “warm up” the algorithm teaches it to find clickers, not buyers.

What Advantage+ automates

AutomationWhat it doesWhen to use itWhen to keep control
Advantage+ AudienceTargets from conversions, with your audiences serving as suggestionsAccounts with more than 50 conversions a week, broad prospectingLow volume, local or very defined target; manual audiences with lookalikes
Advantage+ placementsDelivers across all Facebook, Instagram, Messenger and Audience Network placementsBy defaultExclude the Audience Network and low-quality placements if the cost per result deteriorates
Advantage+ campaign budget (CBO)Distributes the budget between ad sets according to resultsComparable ad setsWhen an ad set must have a guaranteed budget (test)
Advantage+ creativeAutomatic variants of text, cropping, music, image enhancementTest, then keep what improves resultsStrict brand guidelines, regulated wording
Advantage+ Shopping / SalesAn almost automatic campaign for e-commerce, with a budget cap on existing customersE-commerce with a catalogue and volumeSmall catalogue, launch

The automations are effective when they are fed: well-measured conversions, numerous and varied creatives. Without that, they optimise on noise. The detail on audiences is in audience segmentation in SMA and the lookalike audiences.

Budget and bidding

  • Daily budget rather than a total budget for continuous management; a useful minimum of €20 to €30 per ad set per day to exit learning (50 conversions per week per ad set).
  • Bidding: “highest volume” by default; “cost per result goal” when you know your target cost and have volume; the bid cap for experts.
  • Learning phase: do not change the ad set for 3 to 7 days; every significant change restarts learning.
  • France benchmarks 2026: CPM €5 to €12, CPC €0.50 to €1.50, cost per lead €15 to €60 depending on the offer, cost per purchase highly variable; see understanding CPM.

Measurement

  1. The Meta pixel and the conversions API installed and deduplicated, standard events with value; see installing the Meta pixel.
  2. Consent: the pixel only fires after agreement; European campaigns depend on it.
  3. Domain verification and web event configuration (8 priority events) in Events Manager.
  4. UTM on every URL to read them in GA4; Meta's results (post-impression, 7-day click and 1-day view windows) differ from GA4 (on clicks); compare trends, not absolute values.
  5. Custom columns in Ads Manager: cost per result, ROAS, frequency, outbound click-through rate, cost per page view; save the view.
  6. A shared dashboard with the other channels to arbitrate; see the SMA KPIs.

The frequent mistakes

  • A “traffic” objective to sell.
  • Changing the ad set every day and restarting learning.
  • A single creative: fatigue in 2 weeks.
  • No exclusion of customers and converters in acquisition.
  • A pixel without the conversions API: 20 to 30% of conversions lost.
  • Judging on CPM or CPC rather than on cost per result and ROAS.
  • A budget of €5 a day per ad set: never out of learning.
Our advice: open Events Manager before Ads Manager. If your conversions are not coming through correctly (missing events, no value, duplicates between pixel and API), nothing you set in the campaigns will work. An hour on measurement is worth more than a week on audiences.

Frequently asked questions

What is the minimum budget for a Meta Ads campaign?

Expect €20 to €30 per day per ad set, that is €600 to €900 per month per ad set, to reach the 50 weekly conversions that take the ad set out of the learning phase. Below that, group the ad sets together or choose a more frequent conversion event (add to cart rather than purchase).

Should you use Advantage+ or manual audiences?

Advantage+ Audience works well on accounts with a high volume of conversions (more than 50 a week) and in broad prospecting. On an SME account with low volume or a local target, manual audiences (lookalikes on customers, precise interests, area) give a better starting point. Test both in parallel over two weeks.

Why do Meta's results and GA4's differ?

Meta attributes conversions on a 7-day click and 1-day view basis, and models part of the lost conversions; GA4 attributes on clicks only and depends on consent. A gap of 20 to 50% is common. Compare the trends of both and decide on GA4 or the CRM for arbitration between channels.

Should you switch off the Audience Network?

Often, yes: this network of third-party sites and apps brings low-cost impressions but of poor quality (accidental clicks, dubious placements). Keep Advantage+ placements but exclude the Audience Network if the cost per result or the lead quality deteriorates; check the breakdown by placement in the reports.
