The essentials
- What it is: TikTok Ads Manager is TikTok's self-serve advertising interface, organised like Meta into campaign, ad group and ad, with a pixel, a server-side API, a catalogue and TikTok Shop.
- French audience in 2026: more than 20 million monthly users, 50% of them over 25; it is no longer a platform for teenagers only.
- Costs: CPM of €3 to €8, CPC of €0.20 to €0.80, cost per lead of €10 to €40; minimum budget €50 per day per campaign, €20 per ad group.
- The lever: native creative (vertical video, sound, pace, non-advertising tone) counts for more than targeting; Spark Ads let you sponsor organic and creator videos.
TikTok Ads Manager gives you access to advertising on TikTok and on its partner apps. The platform has matured: an audience that now extends well beyond the under-25s, automatic targeting, a pixel and a server-side API, a product catalogue, TikTok Shop, and costs still below Meta's. It remains demanding on one point: the creative must look like the platform's own content. This article describes the structure, objectives and formats, targeting, measurement, costs, creatives and the cases where TikTok deserves a budget. The other ad platforms are covered in Meta Ads Manager and LinkedIn Campaign Manager.
Account structure
| Level | What it sets | Meta equivalent |
|---|---|---|
| TikTok Business Center | Assets: ad accounts, pixels, catalogues, TikTok accounts, member and partner access | Meta Business Suite |
| Campaign | Objective (reach, traffic, video views, community interaction, lead generation, website conversions, product sales, app promotion), optional campaign budget | Campaign |
| Ad group | Placements, targeting (or Smart Targeting), optimisation event, budget and schedule, bidding | Ad set |
| Advertising | Video, copy, call to action, URL and UTMs, identity (TikTok account or custom identity), Spark Ads | Advertising |
Smart Performance Campaign automates all three levels (targeting, bidding, creatives) from the objective and the creatives you supply, on the Advantage+ Shopping model.
Formats
| Format | Description | Use |
|---|---|---|
| In-Feed Ads | A 5 to 60 second vertical video in the For You feed, with sound; the standard self-serve format | All objectives |
| Spark Ads | Sponsoring an existing organic video (yours or a creator's, with their authorisation); keeps the interactions and the profile | The best-performing format: engagement and conversion rate 30 to 50% higher than standard In-Feed ads according to TikTok |
| Video Shopping Ads and Product Shopping Ads | Videos with product listings from the catalogue, or listings on their own | E-commerce, TikTok Shop |
| Lead Generation (instant forms) | Pre-filled native form | B2C leads, recruitment, events |
| Carousel | 2 to 35 images with music | Products, before/after |
| TopView, Branded Mission, Branded Effect | Premium formats booked directly or through an agency, high budgets | National brand awareness |
Targeting
- Demographics: location (country, region, city), age (from 18 in advertising), gender, language.
- Interests and behaviours: interest categories, interactions with videos (watched, liked, commented, shared) by category, interactions with creators, hashtags.
- Custom audiences: site visitors (pixel), app users, customer lists, interactions with your videos and your account, form leads, shop.
- Lookalike audiences: narrow, balanced or broad, built from a source audience.
- Smart Targeting and Targeting Expansion: automatic targeting or audience expansion; recommended for acquisition as soon as conversion tracking is in place; the logic is the same as on Meta; see audience segmentation in SMA.
Measurement
- The TikTok pixel via GTM, subject to consent, with standard events (ViewContent, AddToCart, InitiateCheckout, CompletePayment, SubmitForm, Contact) and a value.
- The Events API on the server side (Shopify integration, server-side GTM or custom development) with deduplication; as on Meta, it recovers the conversions lost in the browser.
- Advanced Matching: hashed email and phone number for matching.
- Attribution windows are configurable: 7-day click and 1-day view by default; switch to “click only” to compare with GA4.
- UTM with dynamic parameters (__CAMPAIGN_NAME__, __AID_NAME__, __CID_NAME__) and medium paid_social; see conversion tracking in SMA.
- Attribution Analytics inside Ads Manager to compare windows, and GA4 to arbitrate against the other channels.
Costs in France in 2026
| Metric | Order of magnitude | Meta comparison |
|---|---|---|
| CPM | €3 to €8 | €5 to €12 |
| CPC | €0.20 to €0.80 | €0.40 to €1.50 |
| Cost per lead | €10 to €40 | €15 to €60 |
| Cost per purchase | Highly variable; ROAS of 1.5 to 4 in e-commerce | ROAS of 2 to 5 |
| Minimum budget | €50 per day per campaign, €20 per ad group | Around €1 per day per ad set |
| Learning budget | Around 50 conversions per week per ad group | Same |
Low costs come with smaller order values and a lower conversion rate: TikTok creates discovery and demand, and the conversion often happens afterwards on Google or through direct traffic; see data-driven attribution.
The creatives that work
- Native: shot on a phone, vertical 9:16, sound on (a trending track or a voice), subtitles, fast pace; an ad that looks like an ad is ignored.
- A hook in 1 to 2 seconds, the message in 15 to 30 seconds, a call to action spoken and on screen.
- Formats that convert: product demonstration, before/after, piece-to-camera testimonial, “3 reasons to”, unboxing, reply to a comment, creator content (UGC).
- Volume: 5 to 10 creatives per ad group, refreshed every 2 to 3 weeks; wear-out is faster than on Meta.
- Tools: TikTok Creative Center (trends, sounds, top-performing ads), Symphony (the AI creative assistant), TikTok Creator Marketplace and TikTok One to work with creators; see high-performing visuals and videos for ads.
Who TikTok is a good channel for
- Yes: B2C with an 18 to 45 target, visual or demonstrable products (beauty, fashion, home, food, leisure, apps), e-commerce with a €20 to €150 order value, recruitment, training, local events for a young audience; brands able to produce native videos regularly.
- With caution: B2B (except recruitment and employer brand), long-cycle services, premium products; TikTok can serve awareness but rarely direct conversion.
- No: without the capacity to produce native video; static visuals and recycled television videos do not work.
Common mistakes
- Recycling a horizontal Meta or YouTube ad.
- Launching without a pixel or the Events API, then judging on views.
- Targeting too narrowly (fewer than 1 million people) when the platform rewards broad audiences and automatic targeting.
- Leaving a creative running for more than a month.
- Ignoring the comments under your ads: they are part of the ad.
- Comparing TikTok ROAS with Meta's on click alone, without looking at the effect on brand searches and direct traffic.

Frequently asked questions
What is the minimum budget for advertising on TikTok?
TikTok requires €50 per day at campaign level and €20 per day per ad group. For an ad group to exit learning, it needs around 50 conversions per week, which means a daily budget equal to seven times your target cost per conversion. A serious test starts at around €1,000 to €1,500 per month with 5 to 10 creatives.
Is TikTok Ads suitable for B2B companies?
Rarely for direct conversion: the audience is mostly B2C and professional targeting does not exist. TikTok works in B2B for recruitment, employer brand and awareness of consumer products used professionally (simple software, equipment). For B2B leads, LinkedIn and Meta remain the priority.
What is a Spark Ad and why use one?
A Spark Ad sponsors an existing organic video, yours or one from a creator who has given you an authorisation code, keeping its profile, its interactions and its comments. It looks native, gets 30 to 50% more engagement and conversion than a standard In-Feed ad according to TikTok, and brings your account followers and social proof.
How do you measure TikTok conversions in GA4?
With UTMs on every ad (utm_source=tiktok, utm_medium=paid_social, dynamic parameters for the campaign and the creative): GA4 then classifies the traffic as Paid Social and attributes key events. Compare with TikTok Ads Manager conversions using the “click only” window; a gap of 20 to 50% in TikTok's favour is normal (post-view, modelling).
